Mitchell, Francis&lt;br /&gt;&lt;br /&gt;Absent: Hager, Stuart-Paul, Pounder, Baxter&lt;br /&gt;&lt;br /&gt;The meeting began at 7:30 PM with prayer, scripture, and listening post.&lt;br /&gt;&lt;br /&gt;Agenda: Discussion of Vestry of changing the meeting time&lt;br /&gt;               Diocesan Allocation&lt;br /&gt;               Bake Sale Money&lt;br /&gt;               Vestry Prayer&lt;br /&gt;                One Sunday a month communication Sunday proposal delayed till May Meeting&lt;br /&gt;&lt;br /&gt;The vestry accepted the minutes of the previous meeting.&lt;br /&gt;&lt;br /&gt;Rectory needs new tenant.&lt;br /&gt;Treasurer report accepted.&lt;br /&gt;Co-Rector Kubicek report Pat Hand asked question regarding the costs of repairs to church from snow.  Kubicek said adjuster from insurance under appraised and it is still being worked out.&lt;br /&gt;&lt;br /&gt;Next month will try meeting at 7:00 PM and evaluate.&lt;br /&gt;&lt;br /&gt;Diocesan Allocation allows us to do work outside our doors with in and without our diocesan. Bishop Sutton offers a 2% discount for this year only.&lt;br /&gt;It is $700 give back to us Roberts made motion to take the 2% and Mitchell seconded. John thinks we should not take it. Richard thinks we should we let the diocese keep it.  Boyer made amendment to motion that if we keep the money it go toward the VBS. Arents seconded.  Roberts agreed to the amendment. Vestry voted and agreed to VBS getting the money. No abstentions or nays&lt;br /&gt;&lt;br /&gt;Mitchell moved that the money from the Bake Sale at Cherrybration Celebration in Ellicott City go to the discretionary fund. French seconded vestry voted and approved.&lt;br /&gt;&lt;br /&gt;Pat Hand as vestry Facilities Liaison is wrapping her arms around what this entails and what projects we can undertake.&lt;br /&gt;&lt;br /&gt;Addendum to Kubicek’s report met with Tom Baxter about planned giving and forming a capital campaign to form an endowment. Both things are still works in progress.&lt;br /&gt;&lt;br /&gt;Yom Hashoah speaker will be at 8:30 service and then between the services.&lt;br /&gt;&lt;br /&gt;John French talked about survey responses at this time we have 18 written responses. Family Lenten Night next Tuesday. COME!&lt;br /&gt;&lt;br /&gt;Elizabeth Cahoon wants to do a New St. Peter's Episcopal Church Cookbook the vestry supported proceeding further and getting the business plan before any outlay of money.&lt;br /&gt;&lt;br /&gt;Coffee Hour in Kitchen evaluation is in there during Lent but will be in Starr Hall on Easter, and Sunday What is the feeling out there?  Is it welcoming?  Shall we put it on the next communication meeting?  Litmus test first step to know what is happening.&lt;br /&gt;Once a month have communication/coffee Sunday with no adult meetings Hager and Boyer to write a proposal about one Sunday a month thing.&lt;br /&gt;&lt;br /&gt;Proposed by John and approved by the worship committee Survey for service evaluation send them by mail and email, sheets at church and have a communication Sunday meeting April 25. Vestry approved.&lt;br /&gt;&lt;br /&gt;The vestry discussed changing the meeting time to 7:00 PM.&lt;br /&gt;&lt;br /&gt;BHAG We need a Goal we need energy listen to the spirit&lt;br /&gt;&lt;br /&gt;Pounder was having trouble coming to a big idea and then came to an idea of Evangelism/Incorporation as our big idea.&lt;br /&gt;&lt;br /&gt;Here are Anne’s thoughts:&lt;br /&gt;&lt;br /&gt;A strong centered fully incorporated church will attract and keep membership. These are ideas to further this BHAG.&lt;br /&gt;&lt;br /&gt;Worship&lt;br /&gt;Are we transforming?&lt;br /&gt;Are we challenging?&lt;br /&gt;Are we comforting?&lt;br /&gt;Can we be the church willing to try the new thing? Kirk assured us that 98% of our clients are good people who just need help.&lt;br /&gt;&lt;br /&gt;Senior Warden had nothing to add to her emailed report.&lt;br /&gt;&lt;br /&gt;Junior Warden Thanks finance committee for Capital Improvement Fund and when we get a list going he is going to look project manager to help run things.&lt;br /&gt;&lt;br /&gt;Boyer made motion to discuss the budget and Hager seconded&lt;br /&gt;&lt;br /&gt;Boyer asked what income is steady and dependable in terms of coming in?&lt;br /&gt;Will the escrow get something each month and the answer no.&lt;br /&gt;&lt;br /&gt;Shaw asked about the compensation package for Kirk in regards of health insurance.&lt;br /&gt;The answer is the combined comp package of Kirk and MM is equal to one priest.&lt;br /&gt;&lt;br /&gt;The vestry voted and the budget was approved.&lt;br /&gt;&lt;br /&gt;Advertising- Phone Books Patuxent Publishing, Yellow Pages and Yellow Book These are done for at this point for 2010. French, Kohn, A Mitchell&lt;br /&gt;&lt;br /&gt;Absent: Stuart-Paul, Samuel, Francis&lt;br /&gt;&lt;br /&gt;The meeting began at 7:30 PM with prayer scripture and listening post.&lt;br /&gt;&lt;br /&gt;The minutes of the previous vestry meeting were accepted.&lt;br /&gt;&lt;br /&gt;The parsonage allowance resolution was presented for review and approval.&lt;br /&gt;Motion made by French, Second by G. Mitchell.  Vestry approved resolution.&lt;br /&gt;&lt;br /&gt;Senior Warden’s report thanks Guy Hager for the window project, Guv Mitchell for assisting with Route 1 meal coordination, Craig Stuart-Paul for directing the pageant, Richard O’Dell for doing the leg work so we can put things out for publicity with the Howard County Board of Tourism.&lt;br /&gt;&lt;br /&gt;Tom Baxter talked about proposed budget and stewardship we are at 59 pledges $198, 408.&lt;br /&gt;Finance and Stewardship took a long look at where we have been and where we are presently.  Approximately 94% of budget is mandatory expense such as building, payroll, and allocation. That leaves about 6-7% for discretionary mission and outreach.&lt;br /&gt;Tom asks the vestry to think about the numbers  and tell the committee what changes are needed  via email by December 30th  At that point the committee is consultation with the Senior Warden will decide if the vestry needs to have an additional meeting prior to the regularly scheduled January meeting..&lt;br /&gt;&lt;br /&gt;John French spoke regarding vestry nominations.  John has talked to about ten persons and so far none has committed to run seven have declined three or four people are still considering whether or not to serve.  John needs other names to approach.&lt;br /&gt;John would like an announcement from the co-rectors to get them to serve and a letter from Senior Warden and an announcement from vestry member.&lt;br /&gt;&lt;br /&gt;The Worship Committee is looking for input from the vestry in how to ask the congregation how they feel regarding our worship changes. Mitchell, Hager,&lt;br /&gt;&lt;br /&gt;Absent: Francis, French&lt;br /&gt;&lt;br /&gt;The meeting began at 7:30 PM with prayer scripture and listening post.&lt;br /&gt;&lt;br /&gt;The Treasurer’s report was presented&lt;br /&gt;&lt;br /&gt;The rector let us know that the front steps of our church were hit by a car and that repairs will be needed.&lt;br /&gt;&lt;br /&gt;Baxter reported that the Audit took place and we are waiting for the report from Karen Stewart.&lt;br /&gt;&lt;br /&gt;Senior Warden reports 34 children are participating in VBS. The young persons and preschool parents have really pitched in this year to make it happen.&lt;br /&gt;Pounder has some personal physical stuff dealing with and may be also gone some in July.&lt;br /&gt;&lt;br /&gt;Junior Warden reports stripping should take place soon and that he can install the hood when it arrives.&lt;br /&gt;We should also have the cross repaired as soon as the insurance frees the money. Craig will do a roof inspection and tend to loose flashing and resealing the sky lights.&lt;br /&gt;&lt;br /&gt;Admin report: Discretionary Fund scamming getting more prevalent.&lt;br /&gt;&lt;br /&gt;O’Dell made motion to accept the Co-Rector proposal and to move forward with implementation. Boyer seconded it.&lt;br /&gt;&lt;br /&gt;Baxter spoke to Stewart Wright Director of Human Resources at the Diocese regarding our proposal and the contracts by the 1st of September. With part time rectors an annual review is required.&lt;br /&gt;&lt;br /&gt;Mutual Ministry review is required by diocese Vestry, Rectors, Congregation has to review.&lt;br /&gt;&lt;br /&gt;Committee will be Stuart-Paul, Pounder, Baxter, Kubicek, Kohn, and Stuart Wright.&lt;br /&gt;&lt;br /&gt;Pounder- Comments she has garnered. If someone leaves does the other become in charge. Fr. Kirk called the meeting was called to order at 7:35.  The Vestry members engaged in reading and discussing John 3: 1-17.  This was followed by the sharing of prayer requests.&lt;br /&gt;&lt;br /&gt;Fr. Kirk distributed a printed statement from himself and Mary-Marguerite.  Full text of the announcement is attached to these minutes.  The statement was a proposal for Fr. Kirk to take a part-time position at St. Timothy’s school and go part-time at St. Peter’s.  Mary-Marguerite would become a co-rector with Fr. Kirk at St. Peter’s.&lt;br /&gt;&lt;br /&gt;Fr. Kirk explained that this proposal was born out of a desire to keep Mary-Marguerite at St. Peter’s now that she has graduated.  The church cannot afford to pay her a living salary and continue to pay Fr. Kirk a full-time salary.  Fr. Kirk has received an offer to become chaplain at St. Timothy’s school.  By taking this position and going to a part-time salary, the church could afford to pay Mary-Marguerite a salary.&lt;br /&gt;&lt;br /&gt;Senior Warden Anne Pounder reported that after receiving the proposal earlier, she had visited with Bishop Rabb to discuss the possibilities.  She reported that the Bishop was extremely helpful and offered several suggestions.  Anne reminded the Vestry of the Start Up/Start Over stage that St. Peter’s is in.  The guideline of the Start Up program is for the church to find what they do well and do it better.  She felt that the co-rector concept would allow the church to tap into the talents of two people and thus gain new energy for the church.  We would have the bonus of two experienced people who have a good perspective and gifts to help the church find those areas that it is good at and to find ways for the church to improve in those areas.&lt;br /&gt;&lt;br /&gt;Mary-Marguerite explained that she had questioned staying in the parish and tried to determine if it would be good for her and for the parish.  She met with Bishop Sutton and discussed this.  The Bishop suggested that the diocese could use her training and education.  As it becomes necessary, the diocese could refer pastoral counseling situations to her.  He also felt that she could begin to build a private practice, occasionally do work for the diocese and handle the duties of a co-rector at St. Peter’s.  With those comments, Mary-Marguerite reported that she felt good about staying in the parish.  She told the Vestry that she has a very good working relationship with Kirk.  She said that she and Kirk have had good communication and worked well together.  She is anxious to continue that relationship and continuing to work in the parish.  In a later discussion with Bishop Rabb, the Bishop suggested that they explore the idea of creating clergy sexual misconduct response team using the training that Mary-Marguerite has.  See the full proposal for a more detailed discussion of these meetings with the Bishops.&lt;br /&gt;&lt;br /&gt;After these comments and after the Vestry members had read the complete statement, a question and answer period followed.  Questions with answers were as follows:&lt;br /&gt;&lt;br /&gt;1. How does this benefit St. Peter’s?&lt;br /&gt;By having co-rectors, the church would gain the knowledge and experience of two people, not just one.  It would bring additional energy to the church.  Further, it would enable St. Peter’s to keep Mary Marguerite within the budget for one Rector.  Each one of us would be able to provide more focused attention on specific program areas, rather than one person needing to focus on all program areas.  In the past six years, Kirk and Mary Marguerite have demonstrated complimentary gifts and strengths which have already benefited St. Peter’s.  Additionally, their partnership models the kind of strong leadership a co-equal male and female team offers.&lt;br /&gt;&lt;br /&gt;2. How will a co-rector situation help the church to grow?&lt;br /&gt;As people see the energy and the outreach of the church under the direction of its co-rectors, they would be more inclined to want to worship here and to take advantages of the ministries that the church offers.  Mary Marguerite would provide oversight with the Guest and New Members Incorporation processes.  Likewise, Kirk’s gifts in working with children and young families through the St. Peter’s School, for example, will continue to bring people deeper into the life of the parish.  His visibility in the community and throughout the diocese has also extended the name and life of St. Peter’s to more people.  The personality of the two co-rectors would continue to attract a wider variety of people into the parish community.&lt;br /&gt;&lt;br /&gt;3. How will the duties be defined and separated?&lt;br /&gt;As explained in the proposal, areas of shared responsibility would include all Worship Services (both present, except during Vacation/Continuing Education time off), Liturgy planning and preaching, Pastoral Care Visitation, weddings, baptisms and funerals, and the Thursday Contemplative Prayer Service.  The co-rectors would alternate chairing Vestry meetings month to month.  Kirk would continue oversight with the Junior Warden on Property Issues.  He would continue the St. Peter’s Nursery School Chapel and meet monthly with Sunday School teachers.  Mary Marguerite would supervise training of Acolytes, Subdeacons, ushers, and those groups who serve on Sunday mornings.  Mary Marguerite would officiate at the Tuesday morning service, oversee Youth Ministries and act as liaison to Guests and New Members Committee.  Kirk and Mary Marguerite would work together to develop confirmation classes, newcomer’s orientation classes, parish retreats, and other new programs.  This division of oversight will be revised as we move forward and as necessary to provide the best possible leadership and service to St. Peter’s.&lt;br /&gt;&lt;br /&gt;4. How will the pastoral visits be handled?  If a person needs to see someone immediately, what would happen?&lt;br /&gt;Someone would be in the office on a regular basis.  In addition, there would continue to be a minister available 24x7 for emergencies.  Both Kirk and Mary Marguerite believe Pastoral Care will be strengthened by this move.&lt;br /&gt;&lt;br /&gt;5. Having just met the challenge of going from three services down to two, is it poor timing to present this to the parishioners so soon after another major change?&lt;br /&gt;Both Kirk and Mary Marguerite felt the process and outcome has been positive, demonstrating St. Peter’s ability to make changes happen.  Both also feel that in this Start Up/Start Over time of transition, people will also get behind this idea once they have the facts and understand the benefits and reasoning.&lt;br /&gt;&lt;br /&gt;6. “Start Up” says churches of our size are “clergy centered.” How can clergy drive our church if they are here part time?&lt;br /&gt;Even though the two Co-Rectors would be splitting their time, there would still be full-time direction and ministerial coverage for the church.  Kirk and Mary Marguerite both said that they felt the term “clergy centered” is an inaccurate label for what has long been understood as a Pastoral Sized Parish.  The key is for the members of the congregation to strengthen relationships with the clergy and one another so as to be a healthy and vibrant Pastoral Parish.  The focus is on what the church is doing, not on who is guiding it.&lt;br /&gt;&lt;br /&gt;7. Can the church’s budget deal with the additional expenses that this would create, e.g.; additional mileage that would need to be paid?&lt;br /&gt;There should be no impact on the parish budget. Expenses incurred for work outside the parish will not be paid by St. Peter’s.&lt;br /&gt;&lt;br /&gt;8. Fr. Kirk: Are you bored/tired with St. Peter’s after 15 years?&lt;br /&gt;No, I am not and have never been bored or tired of being at St. Peter’s.  I believe St. Peter’s will benefit from having Mary Marguerite stay and the two of us working together will bring new energy and ideas to the church’s ministry.  I feel that St. Peter’s best years lie ahead of us, and I intend to continue to do everything I can to grow the parish as we continue to “rebirth” the parish in the Start Up/Start Over process together.  Our contemplative prayer service has already contributed an important new dimension to our life together.  I believe that Bishop Sutton is correct in asserting the role Contemplative Prayer will play in the life of our congregation and my life as your Co-Rector.&lt;br /&gt;&lt;br /&gt;9. Fr. Kirk: Do you want leave and go somewhere else?&lt;br /&gt;No. I have already passed on a number of opportunities to do so.  I have felt God calling me to be at St. Peter’s since 1989, and being called here in 1994 is one of the great joys of my ministry and life.  As of now, that call is still vital. I love everyone here, and feel humbled and honored to be a part of St. Peter’s unique history in the Diocese of Maryland.&lt;br /&gt;&lt;br /&gt;10. Fr. Kirk: Some people could interpret this desire for a co-rector as you abdicating some of your duties.  Is that what is happening?  What would you get at St. Timothy that you are not getting at St. Peter’s?&lt;br /&gt;I see this as a way of better addressing the duties of being Rector of St. Peter’s, while being an active part of our outreach to the wider community, in this case extending the spiritual strengths of St. Peter’s to the students, faculty and staff at St. Timothy’s School for Girls, Stevenson, Maryland.  This is a way to continue to share the duties of Rector with Mary Marguerite, with each of us being able to give more careful attention to the areas we each oversee.  St. Peter’s faces both staffing and financial challenges, and this is a way that both of those issues can be addressed.&lt;br /&gt;&lt;br /&gt;As far as what I expect to get from St. Timothy that isn’t here at St. Peter’s, first and foremost is the opportunity to shape the spiritual lives of young women in the 9th through 12th grades. I am also looking forward to revitalizing the school’s traditional connection to the Diocese and the Episcopal Church. I believe being a parish priest to be an important part of doing this, and at the same time being a chaplain in the school will contribute to what I can offer the parish as Co-Rector.  I will also be working with young women representing 18 foreign countries, 15 states, and a variety of religious backgrounds.  The challenge and opportunity to foster inter-faith understanding in such a diverse and pluralistic environment is the kind of work to which I have been committed since my undergraduate days.  Working in such a diverse academic environment will surely revitalize me and my thinking so that I will bring fresh new ideas back to St. Peter’s.  The school also has a beautiful campus, including walking trails of the former Irvine Nature Center, and I can see St. Peter’s visiting St. Timothy’s School for things such as retreats, nature walks, picnics and other events in church life.  I will seek to develop a symbiotic relationship between the two institutions.&lt;br /&gt;&lt;br /&gt;12. Fr. Kirk: When would you actually start at St. Timothy’s?&lt;br /&gt;Monday, August 17, 2009.&lt;br /&gt;&lt;br /&gt;13. What will Fr. Kirk’s commitment be to St. Timothy’s?&lt;br /&gt;While acting as chaplain of the school, I will teach a class in world religions, lead a weekly worship service, work to develop the school’s community outreach, and be an advisor to four students each year.  Teaching duties will be four days a week in the mornings.&lt;br /&gt;&lt;br /&gt;14. Fr. Kirk: Since schools usually operate on a year-to-year basis, what happens if, after a year at St. Timothy’s, your contract is not renewed?&lt;br /&gt;This is where the risk of the proposal comes in.  The school does have yearly contracts and it is possible that my contract would not be renewed.  However, I look forward to being at the school for a long time and to continue to serve as Co-Rector for St. Peter’s for a long time.  If the school does not renew my contract, I will seek God’s direction at that time.  Both St. Peter’s and St. Timothy’s will review this arrangement on an annual basis.&lt;br /&gt;&lt;br /&gt;15. What happens with Mary Marguerite gets a good job offer?&lt;br /&gt;I believe God has called me to be a parish priest and completing the Ph.D. does not change that belief. I have also felt that God played a hand in my call to serve St. Peter’s specifically. I consider the position of co-rector with Kirk to be wonderful opportunity--not as a short-term job or stepping stone to something else--but as a desirable permanent position.&lt;br /&gt;&lt;br /&gt;16. If a better job offer came along for Mary Marguerite, would you want to stay at St. Peter?  Why?&lt;br /&gt;I am committed to St. Peter’s and want what is best for the parish, and believe that staying here is a positive move for me as well. However, I don’t have a lens that allows me to see the future. Should an offer appear at some point, I would try to discern God’s invitation. I can only say that I perceive the opportunity to continue to serve St. Peter’s as a “better” job offer than I had imagined possible.&lt;br /&gt;&lt;br /&gt;17. Mary Marguerite: Can you accomplish the dreams that you have had if you stay at St. Peter?&lt;br /&gt;Yes.  As I have stated, I believe that God has called me to be a parish priest, and that I have gifts that can benefit St. Peter’s in the long term.  I have friends in this area now, as well as a community at St. Peter’s. I would like to be able to put down permanent roots in a faith community.  Further, by assuming the Co-Rectorship, I will have the opportunity to use my pastoral counseling skills and expertise in the area of clergy sexual abuse to benefit the diocese as well.&lt;br /&gt;&lt;br /&gt;18. Mary Marguerite: Is the half-salary that St. Peter would be paying you enough to meet your needs?&lt;br /&gt;The salary that St. Peter would pay will provide a livable wage that would give me the opportunity to explore other ways to use my skills, such as starting a private practice. I am scheduled to teach a course at Loyola in the fall, and occasional work from the diocesan office will also be a nice addition. I am grateful for the vestry’s generosity in considering my financial situation&lt;br /&gt;&lt;br /&gt;19. Can Mary Marguerite take the job at St. Timothy’s?&lt;br /&gt;The job was actually offered to Fr. Kirk based on his abilities and background.  It would be inappropriate to try to switch the offer.&lt;br /&gt;&lt;br /&gt;20. There is an old business adage that says “work expands to fill the available time.”  How will the two part-time rectors avoid seeing their part-time work broaden into full time work at part-time pay and burn them out?&lt;br /&gt;This is always something that clergy in parish ministry must do: learn to manage Parish time, with other commitments, family time and refreshment time.  Their own spiritual growth will be a key factor to their leadership.  Each will have to guard against becoming too busy and neglecting their own spiritual life.  The Vestry can play a role in supporting and overseeing the demands placed on the Co-Rectors. Kirk and Mary Marguerite already support one another with their respective spiritual lives and emotional health.&lt;br /&gt;&lt;br /&gt;21. With two rectors, how will you prevent a polarization toward one or the other co-rector from happening in the congregation?&lt;br /&gt;A key to preventing this from happening is communication between the two rectors, the Vestry and the church members.  The Vestry, Officers, Staff and Co-Rectors would need to be unified in their approach to issues that face the parish. &lt;br /&gt;&lt;br /&gt;22. How will you resolve issues when they arise between the two rectors?&lt;br /&gt;Fr. Kirk and Mary Marguerite have developed a good working relationship over the past six years based upon mutual respect, open communication and friendship.  This would continue to be a keystone of their working relationship. They are committed to continue to develop their working relationship so as to effectively respond to challenges facing St. Peter’s.&lt;br /&gt;&lt;br /&gt;At this point, as conversation and discussion began to end, John French called the question.  He proposed that the Vestry vote to authorize Kirk and Mary Marguerite continue to work out the details of a co-rector status at St. Peter.  By a vote of 11 Yeas, 1 No and 0 abstentions, the Vestry voted to authorize them to continue.&lt;br /&gt;&lt;br /&gt;In a brief discussion that followed, the Vestry decided that Anne P will present the proposal that the next Sunday services.  On, Tuesday, June 9, there would be an opening meeting between Kirk and Mary Marguerite and any church members who came.  This would be an open question and answer period.  The questions that were raised and answered during the vestry meeting would become a set of FAQ to distribute to the church members when the proposal is presented.  John French volunteered to write a statement from the Vestry to the church members explaining our support of the proposal.  Tom Baxter agreed to look at any contractual conflicts or issues that might have to be addressed as a result of the co-rector status.  On the following Sunday, there would be a meeting during the two services for additional discussion with the congregation.  These meeting would be held under the direction of a facilitator furnished but the diocese.  After those meetings, the Vestry members will consider the information that they have heard during these meetings and then meet again on June 23 to take a final vote on whether to accept a co-rector status at St. Peter.&lt;br /&gt;&lt;br /&gt;The meeting then ended at 9:55 after celebrating the Eucharist and the passing of the peace.&lt;br /&gt;Co-Rector Proposal –&lt;br /&gt;Dear Officers and Vestry:&lt;br /&gt;&lt;br /&gt;From Kirk:&lt;br /&gt;I have felt called to serve St. Peter’s since 1989.  I was thrilled to be called as Rector in 1994, and feel eternally committed to all the people of our parish community.  For all of my 14+ years, I have had a deep sense that I would be privileged to serve the rest of my active ministry pastoring and leading St. Peter.  As we continue the Start Up/Start Over process, I am increasingly excited about what God has in store for us as a parish in the 21st century!&lt;br /&gt;&lt;br /&gt;At the same time, since the time of our budget talks and the need to eliminate the Assistant Rector’s position, I have been looking for a solution that might allow us to keep Mary Marguerite at St. Peter’s.  Working with Mary Marguerite Kohn for the past six years has been an extraordinary blessing.  She has been a true and faithful colleague in every respect.  She is an asset to our life as a parish, and the thought of losing her largely due to financial stresses, and her need for at least a half-time position in a church, has caused me to look outside the box to see if there is not a way to preserve a pastoral team that has been good for St. Peter’s.&lt;br /&gt;&lt;br /&gt;About two months ago, a part-time position for a Chaplain at St. Timothy’s School in Stevenson, Maryland, became vacant and I was invited to interview for the position.  As I explored the possibilities with the Head of School, it became clear to me that I could bring the kinds of gifts and experience that St. Timothy’s was looking for, and the Head of School agreed.  I then entered into conversations with Bishop Rabb and Bishop Sutton.  I told them that I was quite certain that God was not through with me at St. Peter’s, but the opportunity to teach, lead worship and help facilitate community outreach in a school setting was appealing.&lt;br /&gt;&lt;br /&gt;It was Bishop Sutton who first suggested the idea of being half-time at St. Peter’s, and Bishop Rabb reminded me that we have had parishes with Co-Rectors in the diocese before.  Bishop Rabb also noted that a recent long-time chaplain at the school was also a half-time Rector of a parish.  Thus, the idea of Mary Marguerite and I becoming Co-Rectors was born.  The next step was to explore the possibilities with Mallory and then Mary Marguerite.&lt;br /&gt;&lt;br /&gt;I fully recognize the importance for leadership continuity at St. Peter’s.  The Kubicek's very much wish to remain a part of life at St. Peter’s, and remain in the area, especially since Cerny is just completing her first year in High School.  At the same time, Mary Marguerite, who will be looking to utilize her newly earned pastoral counseling skills, is an excellent candidate for a half-time position.  As Mary Marguerite and I have explored the possibility together, the idea of our being Co-Rectors of St. Peter’s would enable a) St. Peter to keep Mary Marguerite on Staff, b) each one of us being able to provide more focused attention on specific areas of parish life, rather then my having to parcel out my focus on all program areas, and c) by sharing co-equally one compensation package, St. Peters would be able to continue having two clergy for close to the same expense of having one, and possibly a few dollars less.&lt;br /&gt;&lt;br /&gt;Going back to Seminary days, I have always believed that institutional chaplains are best served being an active part of parish ministry at the same time, and vice versa.  I also believe that what Mary Marguerite and I will bring back to the parish from our respective outside positions will enrich life at St. Peter’s and help inspire new ways to become the parish God wants us to be.  I am hoping the Vestry will see this as an opportunity for St. Peter’s to keep moving in ever more positive directions to serve those who are members of our parish and the community beyond the walls of our historic church.&lt;br /&gt;&lt;br /&gt;From Mary Marguerite:&lt;br /&gt;When Kirk mentioned the possibility of sharing the duties of Rector of St. Peter’s, I was very excited.  I would find it a privilege and a joy to be able to have the time and the position to continue to be part of the life of St. Peter’s and to assist more fully in the renewal process.  I have valued, more than I can say, the 6 years that I have been fortunate to serve as Assistant Rector.&lt;br /&gt;&lt;br /&gt;As you know, my leaving has seemed inevitable primarily for financial reasons — for both St. Peter’s and me.  At the same time, I have realized that I am ready to resume a position of responsibility and oversight in a parish setting.  I met with Bishop Eugene earlier in the spring for a brainstorming session about opportunities in the diocese that would utilize both my parish skills and my newly minted Ph.D. in pastoral counseling.  He wondered whether, if a suitable part-time parish position could be found, I might be able to start doing private practice, which I would enjoy very much.  Thus, I began seriously thinking about combining parish work with counseling.  I also was recently asked to teach a course for the Pastoral Counseling Dept this fall.  I was honored and accepted provisionally (based on my finding work in this area).&lt;br /&gt;&lt;br /&gt;From Both of Us:&lt;br /&gt;Therefore, for both of us the benefits seem clear and exciting.  We both would be able to continue to serve a parish to which we are committed, and to retain our fruitful relationship and team ministry.  Each of us would also be using our talents in some new areas.  St. Peter’s would not have to undergo the stress of “losing” one of our two-clergy pastoral team.  To us, the benefits far outweigh the challenges.  The primary challenge is for the two of us to split the areas of responsibility equitably, and to adjust to a different working relationship.  We have begun to look at this carefully.  So far, this is how we have envisioned a Co-Rectorship.  Start up date is projected to be Monday, August 17, 2009.&lt;br /&gt;&lt;br /&gt;We are asking the Vestry to consider approval of a plan that will enable us to keep Mary Marguerite Kohn on Staff.  Mary Marguerite and Kirk would become Co-Rectors of St. Peter’s, each working half-time.  Mary Marguerite would also pursue teaching and counseling part-time; and Kirk would become Chaplain to St. Timothy’s School, Stevenson, part-time.&lt;br /&gt;Mary Marguerite and Kirk would split the current rector’s compensation package. (See financial breakdown attached).&lt;br /&gt;Areas of shared responsibility would include Sunday Services and Feasts (both present, except during vacation/continuing education time off), Liturgy planning and preaching, pastoral care visitation, weddings, baptisms and funerals, the Thursday Contemplative Prayer Service.&lt;br /&gt;We would alternate chairing Vestry meetings month to month.&lt;br /&gt;Kirk would continue oversight with the Junior Warden on property issues.&lt;br /&gt;Kirk would continue the St. Peter’s Nursery School Chapel.&lt;br /&gt;Kirk would meet monthly with Sunday School teachers.&lt;br /&gt;Mary Marguerite would supervise training of Acolytes, Subdeacons, Ushers, and those groups who serve on Sunday mornings.&lt;br /&gt;Mary Marguerite would officiate at the Tuesday morning service.&lt;br /&gt;Mary Marguerite would oversee Youth ministries, and the Guests and New Members Committee.&lt;br /&gt;We would work together to develop Confirmation Classes, Newcomer’s Orientation Classes, and Parish Retreats.&lt;br /&gt;Once our respective fall schedules are known, we would post clearly defined office hours.&lt;br /&gt;Day Off Schedule: Once other schedules are determined, we hope that one of us would take Monday, the other Friday.  This would provide for someone to be on call Mon-Fri.&lt;br /&gt;As we move forward in the Start Up/Start Over process, we would continue to refine specific areas of responsibilities.&lt;br /&gt;&lt;br /&gt;Below are the numbers as John Francis (Parish treasurer) has outlined them at present:&lt;br /&gt;Kirk-&lt;br /&gt;I ran the #'s for what the affect to the budget would be if you were F/T at St Peters w/o MM and if you and MM were both 1/2 time.Assumptions so far:    For you ½  time, pay would be cut in half and St Peters would cover all health costs   For MM ½  time, her total housing and salary would be $40,458. Mitchell&lt;br /&gt;&lt;br /&gt;Absent: Baxter, Stuart-Paul, Boyer, Samuel&lt;br /&gt;&lt;br /&gt;The meeting began at 7:30 PM with prayer, scripture and Listening Post.&lt;br /&gt;&lt;br /&gt;Suzonne Sage – Route 1 Homeless Ministry Doing a meal would be a good thing for St. Peter’s to do.  They have a food pantry and toiletries. The have people poring through the doors. I had a set it up to be 6 to 8 people to help it would be great. We have had 25 people support it. Turkeys for good food and abundant and a simile for thanksgiving and the Eucharist In the fall they decided they wanted churches to fill staff positions on a given day.  Finally they told me they had paired us with a church. The problem with the other church is that we had a bad connection.  At that point the director realized that it was not a good fit.  We believe we have resolved this particular problem. God has blessed this ministry with a string of help first Jim Miller then Joan Stockes then Chiroff’s, then Bob and Terry Black.  She is looking for 2 coordinators to do this with her through the summer and then see if she can pull back. It is a commitment on Sunday to pick up and organize the food and then from 1-6 on Monday.  It is a great ministry and makes on humble.&lt;br /&gt;&lt;br /&gt;Tom Hesson - Security of this building. Years ago he was music director I will be the security if you will make a music fund. Ron Fleegal then he did it for many years. First thing Tom does is checks doors when he comes to practice.&lt;br /&gt;This last Sunday the doors were open at Starr Hall the lights we re all on and then all the church was unlocked. The place did not smell like Kimchee.   So perhaps we should have Barrington or someone to lock up on Sunday’s.&lt;br /&gt;&lt;br /&gt;French perhaps we should be unlocked some of the time. But still be safe for all who use them.&lt;br /&gt;&lt;br /&gt;Kubicek we are having a meeting next Tuesday with police and across the street community regarding the large graffiti problem.&lt;br /&gt;&lt;br /&gt;A Mitchell could we have an outdoor prayer area.&lt;br /&gt;&lt;br /&gt;French we have to remember that are a house of prayer for all.&lt;br /&gt;&lt;br /&gt;Perhaps Altar Guild could start locking up again after later service&lt;br /&gt;&lt;br /&gt;Minutes were accepted by the vestry.&lt;br /&gt;&lt;br /&gt;Rector’s report all he is dealing with the three funerals. Good news rectory is rented and the expenses of rental properties finished we may have turned the corner.&lt;br /&gt;Capital Improvement fund is for capital improvements not specifically for a new building it is for general capital improvements.&lt;br /&gt;Every dollar raised for the original building fund was spent on the parking lot and the additions to the preschool. At the end of Jan, we had a deficit of $36K. The difference was primarily paying 1/3 of our yearly diocese allocation, only 3 weeks of donations were counted since one week was missed, and donations generally go down in Jan.&lt;br /&gt;We borrow against the capital improvement fund to pay bills and then we pay it back.&lt;br /&gt;&lt;br /&gt;Rector’s Report: some new expenses regarding rectory repairs and duplex&lt;br /&gt;Furnace repair $275&lt;br /&gt;Furnace repair $ 145&lt;br /&gt;Oil Delivery 250 gallons @ $2.42&lt;br /&gt;Wiring Issues $3,045 Aluminum and copper wiring to be fixed this is end fix not a complete rewire.&lt;br /&gt;Oil Tank $1000&lt;br /&gt;Duplex&lt;br /&gt;Furnace and Hot Water $5600&lt;br /&gt;Oil Delivery 250 gallons @ $2.42&lt;br /&gt;Does the rent get separately listed to cover the maintenance? spiritual growth and service at St: Peter's.&lt;br /&gt;&lt;br /&gt;We pray that St. Peter's and the Episcopal Church will remain faithful to Jesus' Great Commission to make disciples of all nations.&lt;br /&gt;&lt;br /&gt;Pray that we all, each day, strive to exemplify and live out the message of Jesus Christ.&lt;br /&gt;&lt;br /&gt;Pray for the singles~ widows and those living alone~ that God's presence will be real and evident in their life.&lt;br /&gt;&lt;br /&gt;Pray that our church family will continue to grow in numbers and in our devotion to our Lord Jesus Christ.&lt;br /&gt;Absent: Stuart-Paul, Francis, Cahoon&lt;br /&gt;&lt;br /&gt;The meeting began at 7:35 PM with prayer and scripture.&lt;br /&gt;&lt;br /&gt;The minutes of the December meeting were accepted.&lt;br /&gt;&lt;br /&gt;The Rector’s report was presented.&lt;br /&gt;The Thursday evening contemplative prayer service is averaging 8 people.&lt;br /&gt;The Rector encourages the vestry to try this new service.&lt;br /&gt;St. Peter’s now has weekday services Tuesday, Wednesday and Thursday&lt;br /&gt;The Rector spent time with Janet Staiger during the last month.&lt;br /&gt;In preparing for the annual meeting the rector reflected upon what 2009 will mean for us all. Compared to many churches in the diocese we are very lucky in the generosity of our parishioners.&lt;br /&gt;&lt;br /&gt;Senior and Junior warden report was presented by the Senior Warden.&lt;br /&gt;The nominations for vestry are not yet in place. We should have someone talk at each service about vestry. Volunteers: John French for the 7:45, Andrew Stone for the 9:00 and Angela Mitchell for the 11:15 service&lt;br /&gt;½ of the Duplex and the Rectory are now empty. They both need inspection and cleanup so they can be listed to re-rent.&lt;br /&gt;There is an estimate from the Pon’s for the kitchen equipment and Craig Stuart-Paul has an estimate also. The vestry decided to table discussion until the July meeting.&lt;br /&gt;&lt;br /&gt;Stuart-Paul said that all appears to be well regarding the clearing of the storm water drain and the repairs to the rectory.&lt;br /&gt; He is waiting for the permit number to continue the work in the kitchen.&lt;br /&gt;&lt;br /&gt;Shaw spoke regarding the Route 1 ministry to the homeless. He requested a financial gift to this new ministry. Fr. Kirk noted that the cost of the web site maintenance is $70/mo for 2 hours’ work, and that one of the principal issues is how to manage the flow of info updates to Sarah. Fr. Kirk expressed his need for independently operated modules: he updates his blog independently and wants to keep it that way. Tom Baxter, speaking for the to-be-developed Communications Committee, volunteered the Committee to manage the communications with the webmaster. Fr. Kirk committed to talking to Sarah about the coming change and getting her phone number to Tom.&lt;br /&gt;&lt;br /&gt;2 – Visit of Acting Bishop to St. Peter’s Church on June 1. Fr. Kirk noted the upcoming visit, and requested everyone’s presence and participation.&lt;br /&gt;&lt;br /&gt;3 – Timeliness of Report submissions: Fr. Kirk noted that if reports are note emailed out by Friday of the week before a scheduled Vestry meeting, there is very little chance that he will be able to read them before the meeting on Tuesday night.&lt;br /&gt;&lt;br /&gt;4 – “Who owns the congregation?” This discussion began, covered a few concerns, and ended due to time concerns (late into the evening). The main concern was about “Mission” (reaching out to change lives): are we doing enough, and how much is enough? Phil noted that he thinks we’re not doing enough; Fr. Kirk and MM think it’s better to do a few things in-depth (“What small part of God’s plan can we accomplish?”) than a lot of things not-so-in-depth; and that for a church our size, it’s easier to get people involved if they’re not overwhelmed with opportunities (my words). [Sorry – I did not get down all of this conversation, but I know it did not end with any conclusive decision.]&lt;br /&gt;&lt;br /&gt;5 – Fr. Kirk noted that Eric S had some New Business he wanted to raise. Eric offered to raise them another time given that it had gotten late.&lt;br /&gt;&lt;br /&gt;6 – Calendar items:&lt;br /&gt;June 1: Fr. Kirk reiterated planning details for the visit of Bishop Michael on June 1st (service, walk-about)&lt;br /&gt;June 1 (5 PM): Choral/organ recital event scheduled for the same day at 5 PM with Katherine S, Tom Hesson, and Tom’s wife&lt;br /&gt;June 6: NIGHT-OUT organized by Monica&lt;br /&gt;June 20: Newcomer’s Dinner (place/time TBD)&lt;br /&gt;June 22: Sunday School Recognition&lt;br /&gt;&lt;br /&gt;7 – Support to new Bishop’s Investiture Fund. Fr. Kirk provided copies of the letter from the Diocese requesting funds from every parish church to defray the costs of the ceremony; the target amount is $200. There was discussion about the location of the ceremony, its high cost (and apparent factor of 2x cost overrun), whether we could afford to send the full requested amount given that the Diocese is already supporting us, and whether this was the best use of scarce resources in our diocese. Fr. Kirk offered to forward a statement of our concern about the cost of the Investiture Ceremony to the Standing Committee. Running about a $36K deficit, some bills are pre-paid to decrease the number of checks being written. MM noted that someone in the parish plans to give a lump sum to the church. John French suggested “Accounting 101” for the Vestry to help us understand what we read on finance sheets, at some point in future meeting, possibly @ April meeting?&lt;br /&gt;o MM noted she went to a “meet the candidates” session recently regarding the candidates for bishop. Also, Adult Forum – to discuss Bishop Walk-About. MM noted that @ the baptism @ last Sunday’s service, 2 couples from the group of family/friends attending the baptism expressed interest in attending St. P’s.&lt;br /&gt;o Rector’s report reviewed in Kirk’s absence:&lt;br /&gt;§ Who is to go to StartUp/StartOver conference?&lt;br /&gt;§ National Day of Prayer Service, 5/1/2008 (1st Thursday of May). MM will talk w/Kirk about possibility of moving Feast of the Ascension service to Sunday, so as to separate the two services.&lt;br /&gt;o Jr. Warden – no report&lt;br /&gt;o Sr. Warden – no report&lt;br /&gt;¨ Old Business:&lt;br /&gt;o “Mr. Somebody” – Guv has an idea of what to use&lt;br /&gt;o Committees – need to tease out what everyone was/will be responsible for.&lt;br /&gt;o Communication is definitely needed; use of newsletter every 2 months (vestry and/or committee members need to provide articles). Bulletin boards/email/web needed to post information for members to see/have access to.&lt;br /&gt;o Angela will be having knee surgery, so please keep her in our prayers&lt;br /&gt;o John and Jane Bergman – need to reach out to them; haven’t been back to church in a while (since her knee surgery)&lt;br /&gt;o Kitchen floor – Andrew brought samples of the floor colors; it was decided that lighter colors may be a good idea, and to get input from parish members on Sunday during coffee hour.&lt;br /&gt;¨ New Business:&lt;br /&gt;o Email of reports and agenda prior to Vestry meeting needed so we can be better prepared and apply our meeting time as efficiently as possible. Vestry discussed that we should email the reports out at least by the Friday prior to the Vestry meeting, and for members to read the reports in advance. This would help save time for other items for discussion if needed. Members noted wanting to know ahead of time when a new business item is needed on the agenda. Phil volunteered to email a reminder to everyone re: same. What is our contract? Kirk, Mary Marguerite Kohn, Joel Ballard, Angela Mitchell, Eric Samuels, Don Cahoon, Guv Mitchell, Tom Baxter, Beth McSweeney&lt;br /&gt;&lt;br /&gt;The meeting convened at 7:30 p.m.&lt;br /&gt;&lt;br /&gt;Bible Study, prayer and listening post were followed by:&lt;br /&gt;&lt;br /&gt;¨ Minutes from previous (January) meeting accepted as written&lt;br /&gt;¨ Treasurer’s report, presented by Kirk in John Francis’ absence&lt;br /&gt;¨ Rector’s report – Kirk thanked everyone for participation in the Vestry Retreat. Kirk noted that some office hours are being covered by volunteers and Brenda is holding her own at this time, considering her time limits. At this time, some tasks are falling to Kirk and John that normally would have been covered by Bev. Smith Ave’s oil tank needs to be replaced, and there are roofing issues that need to be addressed, lighting upgrades are needed. Small groups need to re-group. Brackets that hold the processional cross have been replaced thanks to Dave Bryan. We are exploring replacing the sanctuary lamp due to some irreplaceable parts. Some fluorescent indoor and photocell outdoor lights replaced. BGE knocked down the light @ the bottom of the hill; getting any movement from them for replacement may be an issue.&lt;br /&gt;¨ Senior Warden report – Electrical repairs; lighting and wiring upgrades (mainly safety upgrades)&lt;br /&gt;¨ Junior Warden – no report&lt;br /&gt;¨ MM will be leading a “spiritual listening” group. She anticipates that there would be room for a maximum of 6 people in addition to her, due to the nature of the type of group.&lt;br /&gt;¨ Building Together groups:&lt;br /&gt;- Phil reported on the meeting with the parish on 2/17 regarding “Building”; March 1st the food pantry is to be replenished by Armand Kinslow’s scout troop.&lt;br /&gt;- Craig Stuart-Paul took notes on the “House” portion of the meeting&lt;br /&gt;- John French took notes for the 3rd group&lt;br /&gt;- Eric will start us moving again via email on our groups. We need to organize sub-committees and get parishioners involved&lt;br /&gt;- There was a request to list the “original” groups (service/outreach, worship, evangelism, education, pastoral care, stewardship)&lt;br /&gt;- We need to have our groups cover the areas that were originally covered by the 9 groups&lt;br /&gt;¨ Kirk described the idea of “Mr. Somebody” (a cut-out of a person that we could attach sticky notes to of things that “somebody” needs to do to encourage volunteerism in the parish).&lt;br /&gt;¨ There is a “Holy Hospitality” book on its way that looks at every aspect of parish life – Kirk will be talking with Phil Shaw and Anne Pounder&lt;br /&gt;¨ Eric suggested that we have an annual event&lt;br /&gt;¨ Kirk noted that there is no July 4th service&lt;br /&gt;¨ Bishop visit (annual visit) will be the 1st Sunday in June (which is June 1st)&lt;br /&gt;¨ Confirmation will be at the Baltimore Cathedral on March 30, 2008.&lt;br /&gt;¨ Stewardship/Finance could look at pricing of utilities, and other possible vendors, due to costs of utilities.&lt;br /&gt;¨ Mardi Gras – it was noted that “family style” service of food seemed to work well to promote everyone being able to spend time with each other (this was an Anne Pounder suggestion); we also requested that everyone go up for the service and any “clean-up” volunteers were asked to not miss out. This seemed to work (no one stayed down, but Starr Hall was cleaned up quickly). He also recognized is co-chairs Alexa Fair and Phil Shaw for their service especially with the wonderful by-product of a new parish directory.&lt;br /&gt;&lt;br /&gt;John Francis thanked Ron Antlitz and Bev Foster of their work on the finance committee.&lt;br /&gt;&lt;br /&gt;Kirk Kubicek thanked Phil Shaw for our emails and Chris Shaw for our Web mastering.&lt;br /&gt;&lt;br /&gt;Greg Fraser was recognized for his musical leadership. Lynn Woodman said try visiting another church to really appreciate him. He also thanked past members of the finance committee for their work on the capital campaign. He reminded the parish of the plan proposed last year to apply for a Mittendorf loan. The committee and the vestry determined that the parish should not pursue this avenue, as we could not guarantee the payments.&lt;br /&gt;&lt;br /&gt;Stuart-Paul also spoke of the current financial situation of the parish. Including monies donated to the capital campaign, we have $69,000 in the bank. This will make it possible for us to make the shortfall up for this year but owe ourselves money that we must payback.&lt;br /&gt;The Finance Committee reviewed all church expenses including the salaries of all employees.&lt;br /&gt;&lt;br /&gt;What are we to do?&lt;br /&gt;&lt;br /&gt;Truly, the only way our situation changes are that we grow more members and therefore more pledges.&lt;br /&gt;&lt;br /&gt;Appeal our allocation.&lt;br /&gt;Work on the possibility of a summer program in the preschool.&lt;br /&gt;Look at out land –The undeveloped plot, the rectory, Smith Avenue- What is it worth. How can we develop it or sell it to create an endowment for the parish?&lt;br /&gt;&lt;br /&gt;Throughout this year, there will be several meetings open to parish regarding the land.&lt;br /&gt;&lt;br /&gt;Capital Campaign-Kitchen&lt;br /&gt;Identifying the key capital expenses&lt;br /&gt;Do we have a kitchen plan?&lt;br /&gt;&lt;br /&gt;Kubicek introduced a new organizational structure for the church leadership.&lt;br /&gt;&lt;br /&gt;Ministry clusters for church growth.&lt;br /&gt;&lt;br /&gt;Stewardship- Spiritual Growth- Evangelism&lt;br /&gt;Finance Spiritual Journeys Attracting new&lt;br /&gt;Pastoral Care Youth Education Incorporating&lt;br /&gt;Outreach Worship Community&lt;br /&gt;&lt;br /&gt;Jennie Boyer further defined the idea behind this change in leadership format.&lt;br /&gt;&lt;br /&gt;Questions the clusters hope to address&lt;br /&gt;Where can we go? You came and you stay for a reason what is it?&lt;br /&gt;&lt;br /&gt;We need to tell our story. Share and talk about it. The vestry can help.&lt;br /&gt;Get stretched Parish life is one area we can reach out more.&lt;br /&gt;In the disagreement we still love&lt;br /&gt;&lt;br /&gt;Kirk gave thanks to variety of members for their Leadership roles.&lt;br /&gt;Anne Pounder for her work with Parish Life&lt;br /&gt;Tom Hesson for his work on the organ&lt;br /&gt;Gina Arents for her work as a deacon and ongoing discernment for possible ordination to the Priesthood. The new vestry and delegate were acclaimed by applause.&lt;br /&gt;&lt;br /&gt;Outgoing vestry members and Junior Warden: Sallie Roberts, Doug Lloyd, Craig Stuart-Paul, and Guy Hager. were recognized for their service.&lt;br /&gt;&lt;br /&gt;Incoming Junior Warden Craig Stuart-Paul was thanked for taking on a new role as Junior Warden.&lt;br /&gt;&lt;br /&gt;The rector reviewed the accomplishments of the last year and looked ahead in to 2007.&lt;br /&gt;&lt;br /&gt;Helped IAF become PATH&lt;br /&gt;Gina Arents cleared to go to seminary&lt;br /&gt;Starr Hall renovations&lt;br /&gt;Valasco/Keegler Wedding&lt;br /&gt;Dedication and recital of organ&lt;br /&gt;Got titles to land reviewed and straightened out.&lt;br /&gt;Had Site Survey done of property&lt;br /&gt;2 year relief from diocese of full allocation&lt;br /&gt;The Kitchen renovation should cost about $75,000, which will give us a dry and commercially compliant kitchen which along with Starr Hall would give us a revenue stream in rentable space.&lt;br /&gt;Ministry Clusters are gone to be replaced by areas where growth can be focused on.&lt;br /&gt;The Vestry wants us to grow spiritually so is planning to launch Connecting with God during Lent.&lt;br /&gt;&lt;br /&gt;The treasurer’s report was presented.&lt;br /&gt;The budgeted loss was $32,096.&lt;br /&gt;The actual loss was $5,408.&lt;br /&gt;The loss carried over is $12,000&lt;br /&gt;The capital campaign has $74,082&lt;br /&gt;&lt;br /&gt;The congregation then discussed the budgeting process, financial reporting and how to grow income.&lt;br /&gt;&lt;br /&gt;Out of the discussion of the budget came the idea from members of the congregation for a retention committee. Phil Shaw agreed to take a list of those interested in participating and to come back to the vestry with a plan for trying to find out what we are losing members and not growing.&lt;br /&gt;&lt;br /&gt;Greg Fraser, Tom Hesson and the choir were thanked for their gift of music.&lt;br /&gt;&lt;br /&gt;The meeting ended with prayer at 12:35 PM.&lt;br /&gt;&lt;br /&gt;Respectfully submitted,&lt;br /&gt;Katherine Schnorrenberg&lt;br /&gt;Registrar&lt;br /&gt;&lt;br /&gt;Annual Meeting 1/27/08&lt;br /&gt;&lt;br /&gt;The meeting began at 11:30 AM.&lt;br /&gt;&lt;br /&gt;The minutes of the 2007 annual meeting were approved with motion made by Mina Uhl and second by Don Cahoon.&lt;br /&gt;&lt;br /&gt;The nominees for vestry Tom Baxter, John French, and Phil Shaw were offered. The nominations were closed with motion made by Don Cahoon and seconded by Mina Uhl.&lt;br /&gt;&lt;br /&gt;The Oath of Office was given to the new members of vestry.&lt;br /&gt;&lt;br /&gt;The out going vestry members Ann Pounder, Sherry Kinslow and Debbie Bryan were thanked for their service.&lt;br /&gt;&lt;br /&gt;Renewal and Growth met through the year preparing its report for the congregation.&lt;br /&gt;PATH is growing through out the county and continues its work on affordable housing, transportation and youth issues.&lt;br /&gt;&lt;br /&gt;St. Peter’s is sending a team to Start Up- Start Over which is a 5 day boot camp on congregational development.&lt;br /&gt;&lt;br /&gt;The senior warden led a discussion of the proposed land sale.&lt;br /&gt;Recap: A plat of the plot was given out went to the back to the diocese in December to show our progress. We have reported on progress over the last couple of years at annual meetings. Zoning, plat and proposed sale was presented to Standing Committee who has approved putting land up for sale.&lt;br /&gt;&lt;br /&gt;Now the vestry is asking for parish approval to find a buyer for the land. If the parish says no all plans stop and the land continues only to cost the parish money.&lt;br /&gt;A motion was made by Ann Pounder that the vestry using its existing committee structure be allowed to move forward gathering information, and projecting scenarios for disposal or sustaining the land. Mary Marguerite has been informed that we are unsure if we can support her for another year.&lt;br /&gt;&lt;br /&gt;These results will be reported to the appeals committee 1/9/08.&lt;br /&gt;&lt;br /&gt;The vestry discussed the sale of the land. Questions regarding the process were raised by Tom Baxter.&lt;br /&gt;&lt;br /&gt;It has been announced at the last two annual meetings and at a specially called communication Sunday. We have asked the Standing committee for permission to sell.&lt;br /&gt;Standing committee has given initial permission to explore the options.&lt;br /&gt;Before a sale can proceed, we must ask the congregation and the standing committee for approval.&lt;br /&gt;&lt;br /&gt;The Junior Warden showed the progress of the installation of the french drain.&lt;br /&gt;&lt;br /&gt;The 2008 Budget was discussed by the vestry.&lt;br /&gt;As of the meeting 172,000 in pledges.&lt;br /&gt;Assuming presently a full allocation $29,000&lt;br /&gt;Mary Marguerite $11,000 if kept till June&lt;br /&gt;&lt;br /&gt;With the roll over from this year, that projects a deficit of $51,000&lt;br /&gt;&lt;br /&gt;Cahoon made a resolution that we assure Mary Marguerite Kohn a paid position thru June 2008. McSweeney seconded. The vestry approved.&lt;br /&gt;&lt;br /&gt;The resolutions for parsonage allowance required for the federal income taxes for the rector and the assistant rector were approved by the vestry.&lt;br /&gt;&lt;br /&gt;The vestry agreed to send up to five people to Start Up-Start Over, a congregational development class in Myrtle Beach, South Carolina, offered by the national church.&lt;br /&gt;&lt;br /&gt;Adult Ed should restart with small groups in early February.&lt;br /&gt;Confirmation class is also being held.&lt;br /&gt;&lt;br /&gt;The rector asked the vestry to approve putting us on a list of parishes that are welcoming the gay and lesbian people. The vestry recommended that we ask the parish at the annual meeting.&lt;br /&gt;&lt;br /&gt;McSweeney suggested that the parish should paper the surrounding neighborhood prior to the Christmas services. Schnorrenberg agreed to make the fliers. Mitchell, Arents, Samuels&lt;br /&gt;&lt;br /&gt;Absent: Ballard, Stuart-Paul&lt;br /&gt;&lt;br /&gt;The Rector explained the format of vestry meetings for the new members.&lt;br /&gt;The meeting began with prayer, scripture and listening post.&lt;br /&gt;&lt;br /&gt; During the listening post, Pat Hand and Phil Shaw gave a report from the Renewal and Growth Committee. This committee had it’s genesis during the 2007 Annual meeting. To this point, there have been four meetings with 11 members of the parish actively participating.  The committee has looked back over the last three years and complied a list of persons who have left St. Peters. They plan to call of these people and ask them if they will participate in a questionnaire. The answers will be tallied to give information on how to improve St. Peter’s. Eventually it is planned to put this questionnaire out to the parish also.&lt;br /&gt;&lt;br /&gt;Kinslow proposed that we thank the committee for their work and Cahoon seconded. The Vestry approved.&lt;br /&gt;&lt;br /&gt;The minutes from the January meeting were approved with addendum with Cahoon making motion and Mc Sweeney seconding.&lt;br /&gt;&lt;br /&gt;The Rector’s Report was presented.&lt;br /&gt;            Appeals committee work is ending for year&lt;br /&gt;            Running to be on Standing Committee election will take place during convention.&lt;br /&gt;&lt;br /&gt;The Treasurer’s report was presented.&lt;br /&gt;The Treasurer gave an explanation of the report for the incoming vestry members.&lt;br /&gt;&lt;br /&gt;The vestry discussed when the communication Sundays that had been agreed to at the Annual meeting would take place.  The two dates agreed to are April 22 and July 8. Kohn&lt;br /&gt;The meeting began with prayer.&lt;br /&gt;&lt;br /&gt;Marty Camp Baxter made an opening statement in which she said that the committee had been surprised by the vestry response since they are an energized and excited group trying to work for the good of the parish.  The committee wants to work with the vestry and the clergy to come up with the best questionnaire and list possible.&lt;br /&gt;&lt;br /&gt;Ballard said he was sorry if his email had caused hurt feeling but he wanted to be clear that the vestry needed to vote before the questionnaire could be used.&lt;br /&gt;&lt;br /&gt;Shaw explained where the list was extrapolated. The committee looked 3 years back through parish directories. Shaw stated that the rector reviewed the list. It was determined to keep people on the list who had just moved away in order to get broader opinions.&lt;br /&gt;There are 77 people currently on the list to be contacted.&lt;br /&gt;&lt;br /&gt;The questionnaire has two parts. The first section is deliberately conversational the second half uses a scale low 1 2 3 4 5 high no opinion with a comments section following each question.&lt;br /&gt;&lt;br /&gt;Kohn recommended that a question be added to ascertain the needs and expectations of the interviewee when they first joined St. Peter’s. Mitchell&lt;br /&gt;&lt;br /&gt;The meeting began at 7:35 with prayer, scripture and listening post.&lt;br /&gt;&lt;br /&gt;Pat Hand from the Renewal and Growth Committee reported that the committees in the final stages of the reports and should ask for a meeting before Christmas.&lt;br /&gt;&lt;br /&gt;Pat Hand was also on hand for any questions the vestry might have regarding the kitchen project.  Craig Stuart-Paul informed the vestry that a quote of $4500 to do the french drains had been submitted.  At the time of this meeting, the quote to do the gas line had not been done.  The vestry decamped to the kitchen for an onsite look at the extent of the water/termite damage and to see where the kitchen will be vented.&lt;br /&gt;&lt;br /&gt;The minutes of the last meeting were approved.&lt;br /&gt;&lt;br /&gt;The treasurer’s report was presented.&lt;br /&gt;50 to 55 thousand dollar deficit&lt;br /&gt;Income is off  particularly pledges are off about $13,000 (the extended summer schedule may have affected this)&lt;br /&gt;The rector’s report was presented.&lt;br /&gt;Dick Mitchell dropped off boxes of archives, which Katherine Schnorrenberg will sort through and organize.&lt;br /&gt;St. Peter’s applied for a grant from the diocese for Itipini&lt;br /&gt;Stewardship plan was discussed and speakers for the services were picked out&lt;br /&gt;         10/14 Craig Stuart-Paul and Don Cahoon&lt;br /&gt;         10/21 Jennie Boyer&lt;br /&gt;         10/27 Beth McSweeney&lt;br /&gt;Appeals committee meeting 10/31 for Kirk, Joel, John and Craig&lt;br /&gt;Recruit vestry candidates&lt;br /&gt;&lt;br /&gt;Tom Hesson presented a proposal to the Senior Warden and Rector to rent the barn for his business Pipe Integrated Electronics.
